Java 6 Macos Catalina
According to https://java.com/en/download/faq/java_mac.xml , Java 6 has been disabled by Apple on MacOS. You should probably try Java 7 from the java.com or oracle.com sites.
I had the same popup reappear after installing Catalina. The fix, for me was rather simple, and quite stupid. After downloading the Java pkg I clicked on the installer and got the same security alert that others did. I then went to the window and right clicked on the pkg and selected Open. This allowed the pkg to install normally. To select another version of Java, you have to set environmental variables
JAVA_HOME='/Library/Java/JavaVirtualMachines/jdk1.8.0_121.jdk/Contents/Home'
JRE_HOME=$JAVA_HOME/jre
JDK_HOME=$JAVA_HOME
export JRE_HOME
export JDK_HOME
export JAVA_HOME
After running these statements
